After many years of deliberation the foundation stone for a new memorial Mildura RSL building was laid on Remembrance Day 1951, by the Federal President of the RSL, GW Holland. The Art Deco style building was designed by R McIntyre of South Melbourne and forms one the fine buildings of this architectural period to be seen in Mildura.
One of the project's coordinators and prime movers, Neil Noyce, persuaded Napier Waller to design and make the two windows for the foyer of the building. At that time artist was heavily involved in preparing the mosaics for the Hall of Memory at the Australian War Memorial and not keen to add to his heavy work load, but Mr. Noyce prevailed. The windows were in place for the official opening by Sir Edmund Herring on 11 July 1954.
As well as the two symbolic windows, there were two porthole windows originally, one depicting nurses and the other the ill-fated hospital ship Centaur. The porthole windows are no longer extant. The foyer of the corner entrance has been set up as a tribute to the men and women of Mildura who served in all wars, and also 2 Operational Training Unit of the RAAF, based at Mildura.
