STATEMENT OF SIGNIFICANCE
The earliest section of the surburban villa 'Shoubra' in Highton was erected in c 1857 for A. Chambers, then Secretary fo the recently formed Geelong Gas Company. Prominent Geelong Solicitor, William Higgins, made extensive alterations in 1868 to picturesque villa designs by local architect J.L. Shaw. Alterations in 1920, and more recently, have latered the original architectural character, but the building remains as an historically significant early Geelong villa with close associations with William Higgins, the first President of the Shire of South Barwon.
